Chen Gong, associate professor of law at Sichuan International Studies University, will give a lecture on U.S. trade relations with China at 1 p.m. on Thursday, Oct. 13. The lecture, titled "Fast-Track/Trade Promotion Authority and U.S.-China Free Trade Agreement" is free and open to the public and will take place in Cartwright Hall Room 206, 2621 Carpenter Ave. Gong, the first Chinese scholar to conduct in-depth research on U.S. fast-track or trade promotion authority negotiations (TPA), will focus her lecture on the role of TPA in free trade negotiations with China and the economic relationship between the two countries. Currently a post-doctoral research scholar with professor Hunter R. Clark at Drake University Law School, Gong specializes in international and constitutional law as well as cultural heritage and art policy. She has also been a leading developer of the Teach in China program at Drake.Her post-doctoral research program is supported by Chinese government, China Scholarship Council (CSC). Before she came to Drake, Gong taught international economic law, contract law, and China foreign economic law at SISU. Professor Chen Gong will discuss the Trade Promotion Authority (TPA), The change from Fast-Track to TPA, The Practical Operation of TPA in the Multilateral, Regional and Bilateral trade agreement, The Value and Function of TPA, Suggestions for the future development of TPA, The economic relationship of U.S. and China, The multiple influences from TPA to China, Decision-making and Operation System in China’s Foreign Trade, China’s Free Trade Agreements and the U.S.-China Free Trade Agreement. Chen Gong is an Associate Professor of Law (Ph.D.) at Sichuan International Studies University (SISU, China). She is a post-doctoral research scholar working with Professor Hunter R. Clark at Drake University Law School. Her post-doctoral research program is supported by the Chinese government, China Scholarship Council (CSC). Gong specializes in International Law; Art, Cultural Heritage, and the Law; and Constitutional Law. She is member of American Society of International Law, the Cambridge ESOL examiner for BEC & YLE, and the academic faculty member at SISU. Gong became the youngest Associate Professor of Law in SISU when she was 28-years-old. Since 2002, she has taught International Economic Law, Contract Law, and China Foreign Economic Law at SISU. She is the professor in charge of bilingual law courses in SISU, and in charge of Provincial Level Bilingual Education Model Curriculum Program. A decade ago, she became the first Chinese scholar to undertake in depth research into U.S. Fast-Track & TPA, which is a complicated and arcane area of study for even the most advanced American constitutional scholars. In recent years, she has published twenty-four scholarly articles and two books. One of the books “Chen Gong, Focus on the Dispute and Equilibrium of Trade Decision-making Power between U.S. Government and Congress, Chongqing Publishing Group, 2008. ISBN 978-7-5366-9975-5” is the first book researching TPA in China and has won many awards. Her Ph.D. dissertation and Master’s thesis each became the first to research TPA in China. Gong received her B.A. from SISU, and received her Master of Law and Ph.D. (major in International Law) from Southwest University of Political Science and Law (China). She also participated twice in the WILLEM C. VIS, INTERNATIONAL COMMERCIAL ARBITRATION MOOT as a team member and as one of the supervisors and instructors. She was the Second Prize Winner in “2008 China Chongqing Young Talents Forum”. After she arrived at Drake University Gong played a leading role, along with Mr. Kirk Martin, Director of the Chinese Cultural Exchange Program at Drake’s International Center, in developing Drake’s “Teach in China Program” and other Drake collaborations with China. |
